Jeremiah 31:3

Jeremiah 31:1-3 (see also Malachi 1:2; Romans 9:11)
“At that time,” declares the LORD, “I will be the God of all the families of Israel, and they shall be My people.” Thus says the LORD, “The people who survived the sword found grace in the wilderness--Israel, when it went to find its rest.” The LORD appeared to him from afar, saying, “I have loved you with an everlasting love; Therefore I have drawn you with lovingkindness.”

This is the perfect expression of, “Jacob I loved.” (Romans 9:13) 

Malachi 1:2: “‘I have loved you,’ says the LORD. But you say, ‘How have You loved us?’ ‘Was not Esau Jacob’s brother?’ declares the LORD. ‘Yet I have loved Jacob.’” (Malachi 1:2)

Having foreknown the people of Israel, God loved them with an “everlasting love.” (Jeremiah 31:3)
